The Government amended, in Wednesday's meeting, by a decision, the methodological norms for the application of GEO no. meet to be authorized. According to an ordinance adopted in August by the Government, cash registers with electronic diary will become mandatory from June 1, 2018 for medium and large companies, respectively from August 1, 2018, for small companies, achieving a gradual replacement of those of generation old rolled paper diary.

The main novelty elements included in the normative act are:

- each cash register will have to contain its own fiscal module, through which it controls the operations specific to the taxed activity, as well as a communication module, which can ensure the connection to a computer monitoring and surveillance system of ANAF.

- by implementing the National Register of electronic fiscal cash registers, the premises for debureaucratizing the procedures carried out in connection with the cash registers (taxation, sealing, change of fiscal memory or electronic journal, repairs, etc.) are created. electronic

- makes it possible, at the option of the taxpayer, to purchase and use another device, such as PC, smartphone, tablet, POS, connected to a tax printer.

- the obligation of the taxpayer to request and obtain from the fiscal body the fiscal attestation certificate was eliminated, in order to obtain the authorization for the distribution of the fiscal electronic cash registers

- the summary of the fiscal receipt that is sent to ANAF includes: the total value of the fiscal receipt; the order number of the receipt; the date, time and minute of the receipt; the fiscal series of the fiscal electronic cash register; the total amount of VAT on its quotas

- the term of validity of the authorization for the distribution of electronic fiscal cash registers has been increased from 3 years to 5 years. At the same time, the notion of re-authorization was introduced, which can be requested at least 60 days before the expiration of the validity of the authorization.

The main advantages of the monitoring system proposed by the government decision are:

- ensures the faster obtaining by ANAF of the data from the fiscal vouchers, with lower costs both for the fiscal authority and for the taxpayers;

- ensures the premises for the significant reduction of tax evasion in the field of retail trade and services, with immediate effects on the increase of budget revenues;

- ensures a high degree of security and implicitly lower risks of non-taxation of transactions;

- ensures the premises of a fair competition between taxpayers, the Government transmits, in a press release.
